Peruvian officials start third round of customized program

Tuesday, April 10, 2018

SEOUL – The training program designed for Peruvian officials in the area of public administration has begun its third and last round today for a delegation of 15 with a welcome event in Seoul.

The “Capacity Development Program for Public Administration (Peru),” carried out by LOGODI with the sponsorship of KOICA, commenced in 2016 and had its second round in 2017. Content for this year focuses on central-local intergovernmental cooperation, with further modules to cover public security administration, disaster management, and Korea’s experience in development and public administration.

The officials represent Peru’s national, regional, municipal, and district governments, including the National Authority for Civil Service (SERVIR), with which LOGODI has had a formal partnership since September 2017.

In his remarks at the opening ceremony, LOGODI President Park Byungho lauded Korea’s and Peru’s achievements through bilateral exchange since 1963, which has recently seen a rising “Korean Wave” in Peru and increasing interest in Peru as a travel destination for Koreans since the PyeongChang Winter Olympics. President Park stressed the importance of this year’s curriculum, which he hoped would assist the participants in their own contribution to the advancement of their regions and nation.

For the coming three weeks, lectures have been prepared in a range of subjects touching on e-government and smart cities, development of local administration, crime prevention through environmental design, anti-corruption policies and transparency in the government, and others. The itinerary is balanced with a set of study and site visits, which include among them the Ministry of the Interior and Safety; Korea Institute of Local Finance National; National Disaster Management Research Institute; and National Agency for Administrative City Construction. Participants will also have the opportunity for cultural experiences while in Seoul and, later, at Jeonju Hanok Village and Gunsan Modern History Museum.

The customized program for Peru has thus far incorporated HRD, economic revitalization, and the Saemaul Undong in its first round in September 2016, and intergovernmental cooperation in the policy making stage in its second round in April 2017. A ten-day, on-site program was separately conducted several months later in Lima, Cusco, and Piura, on which occasion the arrangement for mutual exchange and cooperation was established between LOGODI and SERVIR.
