SEONGNAM – A capacity building program for local administration in Africa has commenced this morning with an orientation by KOICA at its headquarters in Seongnam for 14 officials from Cameroon, Cote d’Ivoire, DR Congo, Senegal, and Uganda.
A welcome event will take place tomorrow in Seoul, immediately followed by the lectures and study and site visits arranged over the course of the three-week term. The “Capacity Building Program for Local Administration (Africa),” which has been carried out by LOGODI under the sponsorship of KOICA since 2007, seeks to reinforce the administrative capacity of local government officials in countries across Africa.
The participants include heads, directors, officers, and others from ministries, local councils, and a general secretariat. It is expected that they will have achieved a vision and strategy to contribute to the advancement of their respective countries in the form of action plans by the end of the customized program.
In addition to the core curriculum that covers the development experience of Korea, content in this year’s program will further look at issues related to intergovernmental relations, trust and transparency, and decentralization. Focus will be placed on the development of communities and sustainable agriculture, with consideration to such questions as the applicability of Saemaul Undong in Africa.
As a supplement to the lectures, participants will have the opportunity to make study and site visits to a dozen key locations around the nation, including the Ministry of the Interior and Safety, Anti-Corruption & Civil Rights Commission, Rural Development Administration, and Saemaul Museum. Special destinations apart from other programs include Gwangju Metropolitan Government and Council, Imsil Cheese Village, and Wanju Mother Cookies.
The participants are scheduled to complete the program with the award of certificates by LOGODI President Park Byungho on July 6.
