The Local Government Officials Development Institute (LOGODI) under the
Ministry of the Interior and Safety (MOIS) is looking to recruit a talented
Specialist in International Training & Cooperation and Translation. If you are

1. Job Position Outline
① Employment Field:
- International Training & Cooperation and Translation &

④ Contract Period: From the time of hiring to November.30.2020.
⑤ Expected Work Division: International Training and Cooperation Division
* The position can be extended based on excellent job performance according
to the relevant laws and quota consultation of MOIS.

2. Key Responsibilities
① Main Duties :
- Support the International Training & Cooperation Tasks and Translation
② Job Grade Level:
- Non-Permanent Public Official in Professional Service (Class Ⅱ)
③ Responsibilities
a> Translation and Proofreading
- Drafting, editing and translation of content in English and Korean on
- Interpretation as needed
b> Support the planning and operation of training programs for foreign public
officials
- Drafting, editing and translation of content in English and Korean including
course information, leaflets, scripts, speeches, etc.
- Support of planing, execution and follow-up management of training programs
c> Establish an international network & handle international cooperation tasks
- Provide support for international cooperation tasks (i.e. exchange programs
with other training institutes overseas, joint seminars, management of DB,
mailing list, social media, web-sites)
- Contact and network building with training institutions, central and local
governments, membership organizations, and other overseas partners.
d> Global Leaders Program Support
- Provide orientation and instructions to native English-speaking instructors
- Recruitment and support of part-time English instructors, Lecture
- Review and revision of curricula, class materials and presentations
- Support the development and arrangement of overseas study visit programs
◦ Support the other international training and cooperation tasks

4. Qualifications

A) Basic Requirements
∎ An applicant must not fall under any of the grounds for disqualification
pursuant to Article 33 of the State Public Officials Act.

Article 33 (Grounds for Disqualification)
None of the following persons shall be appointed as a public official:
1. An incompetent person under adult guardianship or under limited
guardianship;
2. A person who was declared bankrupt and has not yet been reinstated;
3. A person in whose case five years have not passed since his/her
imprisonment without labor or a heavier punishment as declared by a court
was completely executed or exempted;
4. A person who was sentenced by the suspension of the execution of
imprisonment without labor or a heavier punishment and for whom two
years have not passed since the period of suspension expired;
5. A person who is under a suspended sentence of imprisonment without labor
or a heavier punishment as declared by a court;
6. A person who is disqualified, or whose qualification is suspended, pursuant
to a judgment of the court or other Acts;
6-2. A person who committed a crime prescribed in Article 355 or 356 of the
Criminal Act with regard to his/her duty during the period of service as public
official and was sentenced to a fine of at least three million won and in whose
case two years have not yet passed since the ruling on such sentence became
final;
6-3. A person who committed a crime prescribed in Article 303 of the Criminal
Act or Article 10 of the Act on Special Cases concerning the Punishment, etc.
of Sexual Crimes and was sentenced to a fine of at least three million won and
in whose case two years have not yet passed since the ruling on such
sentence became final;
7. A person who was removed from office by a disciplinary action, and for
whom five years have not passed thereafter;
8. A person who was dismissed by a disciplinary action, and for whom three
years have not passed thereafter.
∎ An applicant who has not had their rights suspended pursuant to the Decree
on the Appointment Examination of Public Officials and other relevant laws.
∎ Nationality Requirement: An applicant must be a native of one of the seven
countries (Australia, Canada, South Africa, Ireland, New Zealand, the UK,
and the USA) in which English is used as a native language.

※ Overseas Koreans, who have a permanent resident right, who have
completed the education at least from secondary level, and who have lived
at least ten years in one of these seven countries may apply for the position.
(Male applicants should not have any problems related to the military service)
∎ An applicant must be eligible for employment activities pursuant to Article 18
of the Immigration Act and Article 23 of the enforcement decree of the same
act. (An applicant must be eligible to obtain a proper visa)
∎ Age of Eligibility: 20 years old or older (a person born before Dec. 31, 1999)

B) Professional Requirements: An applicant must have one of the following qualifications.

Job Classification:
- Non-Permanent Public Official in Professional Service (Class Ⅱ)
in the field of International Training & Cooperation and Translation &
Interpretation (English ↔ Korean)
Factors Qualifications

Academic
1. A Ph.D degree in related areas
2. A master’s degree and at least two years of work experience, both in related
areas
3. A bachelor’s degree and at least four years of work experience, both in
related areas
*Related Majors: English, public administration, international relations, and
English related majors
**Related Areas: English translation & interpretation, public administration,
international relations, and other similar fields

Professional
1. A bachelor’s degree and at least six years of work experience in related areas
2. At least nine years of work experience in related areas
3. At least two years of experience in related areas as a public servant of grade six or higher
*Related Areas: English translation & interpretation, public administration, international relations, and other similar fields

Preferential
1. If the applicant satisfies all requirements, additional points will be given
according to number of years of experience.
2. R&D achievements, such as academic theses/dissertations and research
papers, will get additional points by level.
3. Awards in related fields will get additional points by level.
4. Additional points will be given based on the applicant’s TOPIK score

Basic Requirements
1. An applicant must meet at least one of the qualifications
2. Years of work experience and status of academic degree will be judged on the final interview date.
3. All preferential qualifications will be applied only during the document
screening and only when they have been duly submitted and satisfied the
qualifications.
4. The most recent work experience termination date should not exceed three
years from the recruitment announcement day.

Scope of Work Experience
1. 'Work Experience' means related experience written in the announcement,
limited to official certificates that are submitted. ( Period and Work description must beincluded)
* Uncertain work experience will not be approved.
2. Work experience on a Part time or Contract basis related to the announced
field could be regarded as a qualification for a whole period or a certain period.
* Part time work will be proportionally recognized on the basis of 40 hours work per week

Scope of Academic Degree
'Related fields' is based on the graduation thesis or major.

Preferential
1. R&D achievement excludes graduation thesis
2. Awards records are limited to those given by the government or public
organization in accordance with the job description, and must include
the applicant’s name (Group name awards are not approved

5. Salary Level
∎ The salary and benefits are determined according to the payment rules of public servants.
∎ Although the salary will fall within the established range, the specific amount will be determined through negotiations based on the qualifications and experience of the person to be hired.

6. Recruitment Procedure & Timeline
A. Recruitment Procedure
① Phase 1: Document screening
- The screening process will determine whether an applicant’s qualifications,
academic background, experience, and other qualities meet the requirements
for the position. Every applicant who meets the relevant standards will pass
the screening process.
- However, where the number of applicants is three times or greater than the
number of people to be hired, at least three times the number of people may
be selected for interviews, based on certain standards.
※ Screening criteria:
job relevancy, job experience and performance, performance planning and etc

Development Possibility, Understanding of Job, Possibility of growth etc.
Professionalism Achievements related to the job
Preferential Korean ability (TOPIK score)

② Phase 2: Interview
- Those short-listed will be interviewed to assess their aptitude and work
capabilities, expertise and ability to apply job skills in real situations, and their
suitability as public servants. The candidates will receive grades on a scale of
high, middle, and low for each of these criteria.
※ Evaluation factors: mental attitude as a public official, professionalism,
clarity, logicality, creativity, sincerity etc.
- Among those not subject to automatic disqualification, the person with the
highest average score will be selected for hiring.
※ Final applicant selection criteria: Those who get 'poor' in more than two
out of five factors from half of the examiners, or get 'poor' from all
examiners on a certain factor. The final applicant will be selected by the
numbers of 'Good'.
③ Phase 3: Personal Background Check (National Intelligence Service, apply to
the final applicant)
- Documents: Statement of Purpose, Passport copy, Criminal Records
Certificate (issued from the authorized agency of the applicant's nation),
Certification of Alien Registration, a 3x4 size photo
* Those who is recognized as an uncertain or special identification holder
upon the personal background check, will go through deliberation by the
internal security deliberation committee.
④ Phase 4: Medical Examination
- Date: After the announcement of the final successful applicant, before the
appointment

To waive the application fee, a recipient under the National Basic Living
Security Act or a person eligible for protection under the Single-parent
Family Support Act can attach a relevant certificate instead of a revenue
stamp

- Domestic work experience: Certificates of former or current employment
(one copy), Certificate of the Insured (one copy), Certificate of Income
(one copy, issued by National Taxation Service)
- Overseas work experience: An Apostille issued by a competent authority
in the applicant's nation is required.
※ Certificates must include period of employment, changes in employment,
position, responsibilities, etc.
※ Certificates must be no more than six months old.
※ The period of experience will be calculated based on the last day of
the application(interview date) procedure. (February 28, 2019)
② Graduation and/or degree certificates for a bachelor’s degree or higher
(one copy each)
※ An Apostille issued by a competent authority in the applicant's home
country and transcript(s) must also be submitted.
③ TOPIK Grade Certificate (one copy)
④ Documentation of any awards or honors
⑤ Academic theses/dissertations, research papers, published books, patent
registrations, or other types of R&D achievement (one piece of
documentation each)

9. Other Matters
∎ If there are no applicants or the number of applicants does not exceed
the number of persons to be hired, a new job notification may be issued
and announced. If no candidates are found to be suitable for the job, the
position may remain unfilled.
∎ Even after notification of a final selection, if grounds for disqualification
are found through a security check, pre-employment physical exam, or
other means, the employment offer may be rescinded.
∎ Where the position is reopened due to a withdrawal of acceptance by
the final candidate or his/her disqualification, a new final candidate may
be determined within six months from the date of the announcement of
the final selection.
∎ In the event that the successful applicant is disqualified based on the
medical examination after entering Korea, permission to stay in Korea
and the employment contract will be revoked. The applicant should
return to his/her country of origin. All the costs spent for the medical
examination, travel, and stay in Korea will be at the applicant's expense.
∎ Submitted documents will not be returned, and if the information on
them turn out to be false, the employment contract may be rescinded.
∎ Applicants should check the recruitment timeline and the result
announcement by themselves. Any failure that may occur due to
communication lost, unconfirmed result, etc. will be the applicant's
responsibility.
∎ According to Article 51 of the Decree on Public Officials Appointment
Examination, a person who engages in any of the acts listed in the
related article in an examination of appointment shall be punished by a
suspension and annulment of examination or cancelled and his/her
eligibility to take examination under this Decree or other examination
for the appointment of state public officials shall be suspended for five
years from the date such measures are imposed.
∎ The details of this announcement may be changed due to unavoidable
circumstances. When changes are made, they will be announced seven
days prior to relevant test dates.
∎ Non-permanent public officials are eligible for employment insurance if
desired (Registration should be made within three months from the
contract date. The registration will not be available after the first three
months)

will cause negative results, may report to the Ministry of Personnel
