LOGODI Supports Mongolia in Enhancing the Capacity of Mongolian Government Officials

The Local Government Officials Development Institute (LOGODI, President Ryu Im Chul) under the Ministry of Interior and Safety carried out the "2022 Capacity Building Program for Mongolian Government Officials."

Twelve Mongolian government officials visited Korea to learn about Korea's long-term development strategy establishment, operation techniques, and development experience from December 12 to 16, 2022. During the program, participants learned about Korea's national development strategy and best practices related to government management. In addition, they visited the National Assembly Future Research Institute and the Ministry of Interior and Safety.

This program is remarkable in that it is the first training program commissioned by the Prime Minister of Mongolia. This program is the result of the dedication and commitment of LOGODI to build trust through steady and successful cooperation in public servant education and training. Over the past 20 years, LOGODI has cooperated with the Mongolian Government.

Since 2002, LOGODI has built trust with the Mongolian Government by carrying out LOGODI's ODA training programs tailored for heads of local governments (Bag, Soum, Aimag) and NAOG (National Governance Academy) professors every year. Since then, LOGODI has conducted 44 training programs with 2,382 participants. These programs focused on critical issues raised by the Mongolian Government, such as performance management, government innovation, conflict management, etc.

This year, the Prime Minister of Mongolia initiated an oversea's study visit project to enhance the administrative capacities of the 100 awarded government officials among 12,000 graduates who have completed education at the NAOG in Mongolia. Since LOGODI has relevant experience and achievements, the Prime Minister's Office requested LOGODI to customize an inter-ministerial cooperation training program for the first batch of the project.

To meet the needs of participants, LOGODI designed this program as field-focused in-depth training in cooperation with the Korea Institute of Public Administration (President Choi Sang Han). The training includes lectures on understanding Korean economic growth and economic development plans by Kim Yong-hwan, former Vice Minister of Culture, Sports and Tourism, the personnel system and performance management by Kim Woo-ho, former Minister of Personnel Management, and government roles and public leadership at each stage of national development by Director Eun Jae-ho of the Korea Institute of Public Administration.

In addition, the participants had four field study visits to the National Assembly Future Research Institute, the Ministry of Interior and Safety, Sejong Special Self-Governing City, and the Research Council for Economics, Humanities, and Social Sciences. During the visits, they had a chance to look directly at Korean policy development and management, government innovation, smart cities, national R&D systems, the best practices of the Korean Government related to national development strategies and state administration, etc.

Ryu Im Chul, President of LOGODI, stated, "LOGODI has been supporting NAOG's capacity building and onsite training programs for 20 years. I am delighted that the mutual trust and cooperative relationship that the two countries have built over the past 20 years has led to the outcome of Korea taking charge of overseas training for Mongolian officials. I hope this study visit program will be a worthwhile opportunity to strengthen the capacity of Mongolian government officials in implementing Vision 2050 of Mongolia."
