It was founded in 1960, and is headquartered in Manila with regional centers in the Republic of Korea (Development Management Center), Japan (Local Government Center), and New Delhi (Training Center).

It was established with the merge of the International Union of Local Authorities (IULA) and United Towns Organization (UTO) in 2004, and is headquartered in Barcelona with regional sections in Africa, Asia-Pacific, Eurasia, Europe, Latin America, Middle East/West Asia, and North America, along with a metropolitan section and a forum of regions.
LOGODI has been a member of UCLG preceding its current structure since 1981.
